These terms can matter more than the label on the service.<\/p>\n<h2>Choose by control and coordination cost<\/h2>\n<p>Turnkey often suits a team that wants one assembly partner to coordinate purchasing and build scheduling. It does not remove the customer&#8217;s responsibility to release a correct BOM and approve alternates. If a long-lead device is unavailable, the schedule still depends on a design decision. A turnkey price may include procurement administration, inventory exposure and attrition as well as material cost; compare the complete scope, not only the line-item BOM price.<\/p>\n<p>Consignment can make sense when the customer already owns stock, has negotiated supply contracts, or must control a critical or proprietary part. It also creates a logistics task: the assembler cannot place a component that arrives late, in the wrong packaging, without traceability or in insufficient quantity. For turnkey, identify procurement fees or markups, minimum-order buys, noncancelable commitments, storage and any quoted shortage contingencies. Label each BOM row by sourcing owner and set the same receiving\/approval rules for the mixed kit. Do not let \u201cpartial turnkey\u201d hide an unresolved row.<\/p>\n<p>For a hybrid build, the most useful control is a single <em>material responsibility list<\/em> tied to the BOM revision. Each row should identify purchaser, approved source, ship-to location, required delivery date, incoming identification and who acts if quantity or condition fails receiving. An alternate part proposed by either party still needs approval by the design owner. BOM validation concerns whether the released component definition is buildable; this decision concerns who acquires and hands over that defined part.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/flj-pcb.com\/wp-content\/uploads\/2026\/09\/decision-map.png\" alt=\"Decision map comparing turnkey, consigned and mixed sourcing based on stock ownership and purchasing control\" \/><\/p>\n<p><em>Illustration: Choose an owner for each BOM line, then confirm receiving and exceptions for the chosen model.<\/em><\/p>\n<h2>Example: a late critical IC<\/h2>\n<p>Suppose a board needs one specialized IC and dozens of commodity parts. Under full turnkey, the assembler&#8217;s buyer discovers the IC has a long lead time and asks for a customer-approved alternate or schedule change. Under consignment, the customer has purchased the IC but its delivery misses the kit cutoff. In both cases the build is held; the difference is <strong>who owned the sourcing action and who must resolve the exception<\/strong>. The contract should say whether work may start on partial kits, how work-in-process is protected and who pays for a restart.<\/p>\n<p>The same example shows why a simple \u201cparts delivered\u201d status is insufficient. The IC may arrive with the wrong manufacturer suffix, damaged moisture barrier packaging, insufficient usable quantity or an unidentified lot. Receiving should reconcile actual MPN, quantity, package condition and traceability against the released BOM and kit list. Set a response time and decision owner for each discrepancy. Assembly should not silently substitute a visually similar device because the customer&#8217;s buyer intended to send another revision.<\/p>\n<h2>Material handoff at production and at order close<\/h2>\n<p>At production release, ask for a kit-status report showing received, accepted, quarantined, short and expected lines. The threshold for \u201ccomplete enough to start\u201d must be agreed: a partial kit can tie up setup, fixtures and work-in-process while waiting for one component. If programming or serialization is needed, determine whether the supplied device arrives blank, preprogrammed or accompanied by a controlled image; component ownership alone does not answer that question.<\/p>\n<p>At the end, reconcile good assemblies, scrap, used parts and unused stock. Specify whether residual reels or cut tape are returned, stored for a later order, credited, or disposed of, and how lots remain identifiable. If the design changes between builds, obsolete consigned stock and turnkey nonreturnable purchases require different commercial handling. Agree on both before buying material.<\/p>\n<h2>Compare the same accepted build, not two invoice totals<\/h2>\n<p>For a fair comparison, use one released BOM, one board revision, one target quantity and one required delivery date. Then list the costs that move with the sourcing choice: component purchases, freight and import charges, receiving and reconciliation effort, minimum-order excess, attrition or scrap, storage, cash tied in stock, expedite risk, setup delay and any nonrecurring sourcing or test work. Mark which entries are quoted, estimated or owned by the customer. The purpose is not to invent a universal \u201cturnkey premium\u201d; it is to see which model produces the lower total cost and risk for this product at the required build boundary.<\/p>\n<p>Inventory can change the comparison even when the quote line looks attractive. A customer-owned reel left after a small build may have future value if the next revision uses the same MPN and packaging. It may be stranded if the part becomes obsolete, its moisture packaging is opened, the supplier changes the BOM, or the product variant is cancelled. Supplier-purchased excess can create similar exposure, but the purchase terms decide who carries it. Show usable returned material and written credits separately from parts that are theoretically reusable but not identified or controlled.<\/p>\n<p>If useful, compare \u201ccost per accepted assembly at delivery\u201d rather than simply dividing the invoice by ordered quantity. Keep the assumptions visible: whether the denominator is good units delivered, whether test or inspection is included, whether customer labor for purchasing and kitting is counted, and how scrap is treated. A comparison without those boundaries can make consignment appear cheaper by moving purchasing work or residual stock off the assembler&#8217;s invoice.<\/p>\n<p>A practical worksheet can have one row per BOM line and separate columns for sourcing owner, quoted unit price, purchased quantity, required build quantity, expected usable remainder, freight or duty, approval status and delivery risk. Keep one-time work such as AVL review, incoming inspection setup or programming outside the per-unit material price, then decide whether it belongs in the order total or a future amortization. Do not treat an unapproved alternate or an undated inventory quote as an available-cost assumption. The same worksheet makes it easier to see which savings depend on customer staff time or stock already paid for.<\/p>\n<h2>Assign owners for exceptions before a kit is late<\/h2>\n<p>Sourcing models are easiest to understand on routine lines and hardest on the exception. Decide who monitors manufacturer notices, maintains the approved-vendor list, approves alternates, pays expedite charges, verifies packaging and lot traceability, and answers a receiving discrepancy. The named owner should have authority to act within a defined time. If approval must come from the customer&#8217;s design authority, the assembler should be able to hold the affected line without waiting for an informal \u201clooks equivalent\u201d message from purchasing.<\/p>\n<p>For customer-supplied parts, set the receiving criteria before shipment: exact MPN, allowed lot or date-code range if applicable, quantity, packaging condition and documentation. Define how short, excess, mixed-lot, damaged or unidentified material is quarantined. For turnkey lines, confirm whether the assembler may purchase only the approved MPN or whether an authorized source list and exception procedure apply. A sourcing instruction should never be interpreted as permission to substitute a device without design approval.<\/p>\n<p>Write down when responsibility transfers. The customer may retain title to consigned material while the assembler has physical custody; those are different conditions. Specify who insures material in transit and storage, how loss or damage is reported, which facility may hold excess stock, and when a purchase becomes non-cancellable. If the order crosses borders or uses customer-directed suppliers, assign responsibility for customs paperwork and restricted-material declarations as applicable. The quote should identify assumptions and exclusions instead of implying that the sourcing label settles them.<\/p>\n<p>Mixed sourcing is useful when a small number of parts need customer control and the rest benefit from a coordinated buy, but it adds line-by-line ownership decisions. Mark each BOM line as turnkey, consigned or customer-directed; identify who releases a purchase, who receives the part, who holds excess and who approves a substitute. For example, a customer may provide a locked firmware-programmed IC while asking the assembler to source passives. That can work only if the IC&#8217;s delivery, programming status and receiving record fit the same build schedule as the other material. A hybrid label without a line-level owner simply moves the ambiguity into the kit review.<\/p>\n<h2>Close inventory as carefully as the build<\/h2>\n<p>At order close, reconcile material issued to production with good boards, scrap, retained setup quantities and unused stock. State who owns each remainder, whether the material is returnable, who pays shipping, how reels or cut tape are relabeled, and what happens if storage conditions or packaging integrity are uncertain. Also agree how work-in-process and purchased material are handled if the order is cancelled or the design changes after procurement.<\/p>\n<p>Use the same released BOM and alternate-control process for both sourcing models. Keep those two decisions in separate fields on the order and receiving record.<\/p>\n<h2>What to send for an unambiguous quote<\/h2>\n<p>Provide a revision-controlled BOM with exact MPNs and approved alternates; mark each line turnkey, consigned or customer-directed supplier. State board quantity, requested spares\/attrition basis, target build date, material already held, packaging and traceability requirements, and who pays for excess or shortages. Ask for a receiving reconciliation and exception process.
